Reading Is Fundamental bestowed its “Gift of Reading” award on Tennessee Gov. Phil Bredesen last week. The Democrat pushed to expand a pilot pre-K program and preschool to any 4-year-old in the state. About 300 such programs opened this year. The literacy group also lauded the Books From Birth Foundation, which sends one book a month to needy Tennessee children. Gov. Bredesen started the foundation last year.
