Andrea L. Taylor is a new vice president at the Education Development Center, based in Newton, Mass., and the director of its Center for Media and Community.

Ms. Taylor, 57, formerly served as the president of the Washington-based Benton Foundation, which provided the EDC with a one-time grant of $668,000 to establish the Center for Media and Community in January.

The center will work with underserved communities across the country to strengthen their educational and economic development.

Alan D. Morgan is the new vice president for government relations for Pearson Education.

Mr. Morgan, 54, who served as the interim secretary of education in New Mexico from September to December of last year, has worked as a government-relations consultant to Pearson and other companies through his consulting firm, High Desert Government Relations, for six years.

Pearson Education is an educational publishing company in Upper Saddle River, N.J. Mr. Morgan will be based in Albuquerque, N.M.

Scott H. Joftus and Christopher T. Cross have started Cross and Joftus, LLC, a company that will consult on education policy.

Mr. Joftus, 35, who will serve as president, was the policy director for the Washington-based Alliance for Excellent Education from 2002 to 2003 before becoming an independent consultant on education policy.

Mr. Cross, 63, who will serve as the chairman, was the president and chief executive officer of the Council for Basic Education, also in Washington, for eight years before becoming an independent consultant in 2002.

Mr. Joftus will be based in Bethesda, Md., and Mr. Cross will be based in Danville, Calif.
