State efforts to boost literacy rates must be aimed at improving classroom instruction if they are to be effective, a report by the National Association of State Boards of Education says.
A policy brief by the Alexandria, Va.-based organization encourages state leaders to develop state-wide literacy plans centered on improving instruction, while allowing districts some flexibility in implementing them. It lists recommendations for improvements at the state, district, school, and classroom levels.
