Summary of Grades

Indiana scores above the national average in three of the four graded state policy categories in Quality Counts.

In standards and accountability, Indiana receives one of the highest grades in the nation. Its ranking largely stems from the state’s top score on indicators related to standards. It has standards that the American Federation of Teachers has rated as clear, specific, and grounded in content for all four core subjects at every grade span. The state also performs well on measures of accountability.

Indiana is also above average in its efforts to improve teacher quality. The state does well on teacher-assessment indicators, but has room to improve on policies related to professional support and training. For example, Indiana does not require and finance mentoring for all novice teachers.

In the school climate category, Indiana scores just below the national average. The state falls short on indicators related to school facilities because it does not track the condition of all school facilities or provide funding for school construction.

Indiana performs better than average on resource equity. Its score on the wealth-neutrality measure indicates that poorer districts in the state tend to have higher per-pupil funding levels than do wealthier districts. Indiana is one of only 10 states in which this pattern is found.
