Improvements for Graduation-Rate Calculations Suggested

“Who’s Counted? Who’s Counting? Understanding High School Graduation Rates” is available from the Alliance for Excellent Education.

States should calculate comparable, accurate, disaggregated high school graduation rates to be used for reporting and accountability purposes under the federal No Child Left Behind Act, a report suggests.

The report from the Washington-based advocacy group Alliance for Excellent Education says the U.S. Department of Education should require schools to report the number of diploma recipients; the num-ber of 9th grade repeaters; and the number of 9th, 10th, 11th, and 12th grade transfers. This would ensure a more accurate estimate of graduation rates.
