Bilingual Education

Bilingual Education: Politics, Practice, Research, ed. by M. Beatriz Arias & Ursula Casanova (University of Chicago Press, 11030 South Langley Ave., Chicago, Ill. 60628; 267 pp., $24.95 cloth). Essays on the political and policy issues surrounding bilingual education and what light current research sheds on these; the book’s emphasis is on Hispanic students.

Contains current information for lesson and program development, including statewide curriculum guidelines and how to contact curriculum-resource suppliers.

E.S.L./Bilingual Education: Policies, Programs, and Pedagogy, by Thomas Grundy (Oregon School Study Council, 1787 Agate St., College of Education, University of Oregon, Eugene, Ore. 97403-5207; 42 pp., $7 plus $3 shipping, paper). Suggests policies for improving English-as-a-second-language programs and for assessing and monitoring E.S.L. students; examines districtwide and statewide E.S.L. policies in Oregon.

The Ethics of Multicultural and Bilingual Education, by Barry L. Bull, Royal T. Fruehling, & Virgie Chattergy (Teachers College Press, 1234 Amsterdam Ave., New York, N.Y. 10027; 197 pp., $18.95 paper). Introduces readers to some of the ethical conflicts arising from cultural and linguistic differences among students, educators, and parents and shows how three theories of political morality--liberal, democratic, and communitarian--can be used in resolving these conflicts.

Democracy, Education, and Governance: A Developmental Conception, by Dale T. Snauwaert (State University of New York Press, State University Plaza, Albany, N.Y. 12246; 133 pp., $12.95 paper). Provides a model of school governance based on participatory democracy, and compares this model to current school-based-management plans.
Leadership for Tomorrow’s Schools, by Jerry L. Patterson (Association for Supervision and Curriculum Development, 1250 N. Pitt St., Alexandria, Va. 22314-1403; 106 pp., $11.95 paper). Uses examples from schools to clarify the changing definitions of school leadership and provide guidelines for using those definitions in decisionmaking.

Mandating Academic Excellence: High School Responses to State Curricular Reform, by Bruce L. Wilson & Gretchen B. Using Maryland as a case study, explores the experiences of five representative high schools with reforms mandated from the statehouse.
