The following graph shows where different rates of decrease in the percentage of teachers not “highly qualified” would put California by 2005-06, when all states are to have reduced the number of such teachers in core-subject classrooms to zero. It estimates that 20 percent of California’s teachers were not highly qualified in the baseline year of 2002- 03. The current rate of decrease is estimated at 9 percent annually, but the graph shows that 60 percent annually would be needed to reach the federal goal.
