Secretary of defense, Bush administration, 1989-1993.

Chairman of the board and chief executive officer, Halliburton Co., in Dallas, Texas, 1995-2000.

Key Education-Related Votes in Congress:

Voted against creating the federal Department of Education, 1979.

Voted for legislation for a constitutional amendment to bar court-ordered school busing toachieve racial desegregation, 1979.

Voted for amendment to cut all federal aid to school districts that prohibited “silent or vocal prayer,” 1984.

Was among 10 Republicans who voted against legislation to reauthorize Head Start and other social service programs, 1984.

Voted for amendment to cut spending on education and related programs by 9 percent, 1986.
