The overall quality of the nation’s 4th grade reading instruction is good, a study concludes.

However, the study—released this month by the Princeton, N.J.-based Educational Testing Service—points out that many minority students in 4th grade do not have the stronger teachers and smaller class sizes that are important ingredients for high-quality reading programs.
The study used data from the National Assessment of Educational Progress to reach its conclusions.
