State legislatures must commit to improving their higher education systems, or risk “unnecessary federal intrusion,” concludes a report by a bipartisan panel of state lawmakers.
A summary of “Transforming Higher Education: National Imperative, State Responsibility” is posted by the National Conference of State Legislatures.
The panel, which was established by the National Conference of State Legislatures, recommends that states define a set of clear goals for higher education, hold institutions accountable for their performance, and use the 12th grade to help prepare students for college.
The report also encourages lawmakers to rethink how higher education is funded. It points out that most states are covering a declining share of its costs, shifting the responsibility of paying for college to families and the institutions themselves.
