Civil rights. The Education Department published, in the Dec. 13 Federal Register, the final Annual Operating Plan for fiscal 1985 for the Office for Civil Rights. The plan describes the activities that the office plans to conduct in fiscal 1985 with respect to compliance and enforcement, technical assistance, and program management. Education Appeal Board. Educational research. The Education Department announced, in the Dec. 17 Federal Register, that it is accepting applications for new “developer demonstrator projects” under the National Diffusion Network Program for fiscal 1985. The program issues awards to state educational agencies, institutions of higher education, and nonprofit institutions or agencies to disseminate nationwide information on exemplary education programs. Information-collection requests. The Education Department published, in the Jan. 16 Federal Register, a proposed “information-collection request” that will be used by the Office of Special Education and Rehabilitative Services. The Paperwork Reduction Act requires that the Office of Management and Budget give the public and interested federal agencies advance notice of and the opportunity to comment on the Education Department’s proposed surveys and other requests for information. The Office of Management and Budget published, in the Jan. 11 Federal Register, revised compliance requirements for the National School Lunch Program and the National School Breakfast Program. Special education. The Education Department published, in the Dec. 12 Federal Register, final regulations under Part B of the Education of the Handicapped Act. The regulations relate to annual reports on children served in programs and to new authority for the Secretary who will be able to bypass the state educational agencies to provide services to private-school handicapped children. These regulations take effect 45 days after publication in the Federal Register.
