Advisory Council on Dependents’ Education. The Education Department announced, in the Jan. 16 Federal Register, open meetings of the Advisory Council on Dependents’ Education and of two of its standing committees (programs and administration). The full council will meet on Jan. 28, 9 A.M.-5 P.M., and on Jan. 30, 9 A.M.-5 P.M.; the two standing committees will meet on Jan. 29, 9 A.M.-4 P.M. The meetings will be held in the Shenandoah A-B room at the Rosslyn Westpark Hotel, Rosslyn, Va. Contact: William F. Advisory Council on Education Statistics. The Education Department announced, in the Jan. 16 Federal Register, an open meeting of the Advisory Council on Education Statistics on Feb. 14, 8:45 A.M.-5 P.M., and Feb. 15, 8:45 A.M.-12 P.M., in Room 823, 1200 19th Street, N.W., Washington, D.C. 20208. Civil rights. The Education Department published, in the Dec. 13 Federal Register, the final Annual Operating Plan for fiscal 1985 for the Office for Civil Rights. The plan describes the activities that the office plans to conduct in fiscal 1985 with respect to compliance and enforcement, technical assistance, and program management. Education Appeal Board. The Education Department published, in the Jan. 16 Federal Register, a list of appeal applications received and accepted for hearing by the Education Appeal Board between July 1 and Sept. 25. The Education Appeal Board hears appeals concerning funding for most ed programs. Educational research. The Education Department announced, in the Dec. 17 Federal Register, that it is accepting applications for new “developer demonstrator projects” under the National Diffusion Network Program for fiscal 1985. The program issues awards to state educational agencies, institutions of higher education, and nonprofit institutions or agencies to disseminate nationwide information on exemplary education programs. Information-collection requests. The Education Department published, in the Jan. 16 Federal Register, a proposed “information-collection request” that will be used by the Office of Special Education and Rehabilitative Services. The Paperwork Reduction Act requires that the Office of Management and Budget give the public and interested federal agencies advance notice of and the opportunity to comment on the Education Department’s proposed surveys and other requests for information. Migrant education. The Education Department announced, in the Dec. 21 Federal Register, that it is accepting applications for new grants under the Migrant Education Interstate and Intrastate Coordination Program. National Assessment of Educational Progress. The Education Department announced, in the Jan. 11 Federal Register, an open meeting of the Assessment Policy Committee of the National Assessment of Education Progress on Jan. 25, 8:30 A.M.-5 P.M. in Pheonix. School breakfast and lunch programs. The Office of Management and Budget published, in the Jan. 11 Federal Register, revised compliance requirements for the National School Lunch Program and the National School Breakfast Program. The amendments to the “Compliance Supplement” of O.M.B. circular A-102, “Uniform Requirements for Grants to State and Local Governments,” which were issued in Dec. 1982, were effective on Jan. 11. Student loans. The Education Department announced, in the Jan. 15 Federal Register, that the deadline for filing the National Direct Student Loan Program Report of Defaulted Loans for the period ending Dec. 31, 1983, is on or before Feb. 15. Special education. The Education Department published, in the Dec. 12 Federal Register, final regulations under Part B of the Education of the Handicapped Act. The regulations relate to annual reports on children served in programs and to new authority for the Secretary who will be able to bypass the state educational agencies to provide services to private-school handicapped children. These regulations take effect 45 days after publication in the Federal Register. Special education. The Education Department published, in the Jan. 2 Federal Register, information and application deadlines for specific programs under the Office of Special Education and Rehabilitative Services. The programs and their deadlines are postsecondary education programs for handicapped persons--demonstration projects, March 7; handicapped children’s early-education programs--outreach project, March 7; and, handicapped children’s early education program-early childhood state plan, March 7. Applications must be received on or before March 21. Student loans. The Education Department announced, in the Dec. 12 Federal Register, proposed amendments to the Student Assistance General Provisions Regulations for postsecondary institutions participating in the student financial assistance programs authorized by Title IV of the Higher Education Act of 1965. Comments must be received on or before Feb. 11.
