The need for affordable high-quality child care and early-childhood education for children in working-class families is not being met, according to a study.
Issued by the Washington-based Institute for Women’s Policy Research, the report suggests that the problem has gotten worse over the past three or four years. Since 2001, the report says, 23 states have made policy changes that have reduced the availability of money for child-care aid for working families.
The report makes a number of recommendations for how to address the problem.
