A proposal for a constitutional amendment to weaken teacher-tenure laws and tie teacher evaluations to student performance has gathered enough signatures to be placed on the Missouri ballot in November.
The proposal would require that teachers be paid, promoted, and dismissed according to the results of an evaluation system “primarily” based on “quantifiable student-performance data.” Each district’s system would have to be approved by the state to be funded. Teachers’ unions, meanwhile, would be prohibited from altering the evaluation system through collective bargaining.
The measure would also limit teachers’ employment contracts with districts to three years.
