The fact that half of English-language learners in 6th through 12th grade in Los Angeles were born in the United States, and still are not proficient in English, indicates that schools are not serving such students well, say researchers from the Washington-based Migration Policy Institute.

The researchers rely mostly on data from the Los Angeles-Long Beach metro area to make the case that the nation has work to do to help integrate immigrants and their families into American society.

Another trend that concerns them is that more than half of ELLs nationwide go to schools where 30 percent or more of students are English-language learners.
