T. Kenneth James, the former commissioner of education in Arkansas, began a new job last week as the executive vice president and chief operating officer of America’s Choice. The for-profit organization, a subsidiary of the National Center for Education and the Economy, in Washington, offers instructional systems, professional development, and technical assistance to help students who aren’t meeting academic standards.
