President Barack Obama signed an executive order last week creating a new White House Rural Council to promote economic prosperity and quality of life in rural communities. U.S. Secretary of Education Arne Duncan is one of about two dozen members of the new council, and education will be an important focus, with efforts revolving around increasing postsecondary enrollment rates and completion for rural students.
