The House Economic and Educational Opportunities Subcommittee on Workforce Protections last week approved legislation that would repeal the Davis-Bacon Act, a 1931 law that requires contractors on federally assisted building projects to pay a “prevailing wage.” Critics charge that the law inflates some school-construction costs.
Regulation Moratorium

The House last month passed by a vote of 276 to 146 a bill that would bar the federal government from issuing new regulations until the end of 1995; it would be retroactive to Nov. 20, 1994
Job Training
The House Subcommittee on Postsecondary Education and Training held two hearings last week on job-training issues. Among the witnesses were Augusta Souza Kappner, the Education Department’s assistant secretary for vocational and adult education, and former Gov. John R. McKernan Jr. of Maine.
