“Federal Support for Adolescent Literacy: A Solid Investment” is posted by The Alliance for Excellent Education.

To be proficient in reading and writing, students need continuous literacy instruction throughout middle and high school, not just in the early grades, a report by the Washington-based Alliance for Excellent Education argues.

The federally funded Reading First program focuses on students in grades K-3, but more instruction is needed in grades 4-12 to keep students at grade-level expectations for reading, says the report. The authors recommend increasing funding for the federal Striving Readers program, which supports literacy instruction in the upper grades.
