Timothy K. Stroud was recently named the first executive director of the North American Council for Online Learning.

Mr. Stroud, 40, has left his position as the assistant director for education issues with the American Federation of Teachers to work for the online-learning organization.

The Washington-based council—which was founded last November with grants from the William and Flora Hewlett Foundation, of Menlo Park, Calif., and the Seattle-based Bill and Melinda Gates Foundation—provides educators with information about online high schools.

William H. Gray III plans to retire from his position as the president and chief executive officer of the United Negro College Fund.

Mr. Gray, 62, who announced that he will step down in March, has been serving at the helm of the organization since 1991. He previously was a member of the U.S. House of Representatives.

During his tenure as UNCF president, Mr. Gray initiated several programs that together raised $1.54 billion of the $2 billion that the fund has raised since its inception in 1944.

The Fairfax, Va.-based fund provides scholarships, mentoring, and professional-development programs for postsecondary students and college-level educators.

Robert W. Lazard was recently elected the president of the National Association of State Boards of Education. He will begin his one-year term this week.

Mr. Lazard, 50, is the managing executive of the public-sector-services unit of Crowe Chizek, an accounting and consulting firm in South Bend, Ind.

Before being elected to the NASBE presidency, Mr. Lazard served as the association’s vice president. The Alexandria, Va.-based NASBE represents 39 state and territorial boards of education.
