David W. Hornbeck, a former district schools chief in Philadelphia and state superintendent in Maryland, has been named the president and chief executive officer of the International Youth Foundation. The Baltimore-based foundation works with hundreds of organizations and companies to support and strengthen programs that improve prospects for children around the world.

Succeeding Rick R. Little, who founded the organization in 1990, Mr. Hornbeck, 61, will continue to act as the chairman of Good Schools Pennsylvania, an advocacy group he founded in 2001, until he begins his position with the International Youth Foundation on Oct. 1. Mr. Little will continue to serve on the foundation’s board of directors.

William F. Oldsey has been named the executive vice president of McGraw- Hill Education. Mr. Oldsey, 49, comes to McGraw-Hill from Pearson Education, in Upper Saddle River, N.J., where he was the group president of that company’s international publishing operations. Set to begin his new position this week, Mr. Oldsey will be heading the McGraw-Hill School Education Group, the pre-K-12 division of the New York City-based publishing company.

Scholastic Education has announced that Kristin M. DeVivo will be the company’s director of research and evaluation. Ms. DeVivo, 32, was previously the research manager for the Emeryville, Calif.-based LeapFrog SchoolHouse, working with its K-5 programs. Scholastic Education, a division of the New York City-based Scholastic Inc., publishes reading-development and reading- improvement products and other instructional materials for prekindergarten through the 12th grade.
