Susan H. Fuhrman, a professor of education policy at Rutgers University’s Eagleton Institute of Politics, has been nominated dean of the graduate school of education at the University of Pennsylvania.

The University’s board of trustees is scheduled to vote on her nomination in March. She will replace Marvin Lazerson, who had been dean of education before becoming the university’s interim provost last July. He will remain a professor there.

Ms. Fuhrman said she will continue as the director of the Consortium for Policy Research in Education at Rutgers, a position she has held since 1985.

Eugene Wilson, the former president of the arco Foundation, has joined the Ewing Marion Kauffman Foundation as president of its youth-development division. Mr. Wilson’s work at the arco Foundation in Los Angeles included administering grants in the areas of education, job creation, and youth-leadership development. “We are delighted that Gene will bring his vast philanthropic experience to the foundation,” Bob Rogers, the president and chief executive officer of the Kansas City-based Kauffman Foundation, said in making the announcement last month....William C. Richardson, the president of Johns Hopkins University in Baltimore, has been selected as the next president and chief executive officer of the W.K. Kellogg Foundation in Battle Creek, Mich. Mr. Richardson, who has been with the university since 1990, will begin his new position with Kellogg in August. He succeeds Russell G. Mawby, who will retire in July.

The BellSouth Foundation has named Leslie J. Graitcer its executive director. Ms. Graitcer has worked for the Atlanta-based foundation since 1988, and has served as an associate director since 1992. The foundation, created by the BellSouth Corporation in 1986, is dedicated to improving education in the Southeast....Roger Kovar, the dean of the University of Northern Colorado’s college of arts and science, has been named the president of Project 30 Alliance, a group of colleges and universities committed to improving teacher education. The Flagstaff, Ariz.-based alliance promotes collaboration between education schools and colleges of arts and sciences. Mr. Kovar will coordinate the group’s national program.
