Martin Orland has been named the director of evaluation and policy research for WestEd, a national, nonprofit education research-and-development organization based in San Francisco. Mr. Orland, 56, was previously the senior program director for the Washington-based Center for Education at the National Academies’ division of behavioral and social science and education.
