ARIZONA

Governor: Rose Mofford (D)

FY 1992 proposed state budget: $3.53 billion
FY 1992 proposed K-12 budget: $1.29 billion
FY 1991 K-12 budget: $1.23 billion
Percent change K-12 budget: +4.6 percent

Highlights:

Although Governor has presented a budget proposal to the legislature, she will leave office after a runoff election is held next month to select her successor.

Special session of legislature on school finance could be held later this year.

CALIFORNIA

Governor: Pete Wilson (R)

FY 1992 proposed state budget: $55.7 billion
FY 1992 proposed K-12 budget: $16.26 billion
FY 1991 K-12 budget: $16.1 billion
Percent change K-12 budget: +1 percent

Highlights:

State faces deficit estimated at $7 billion in 18 months.

Governor calling for suspension of Proposition 98, which guarantees public precollegiate education and community colleges about 40 percent of state general fund.

Budget includes $53 million to enable low-income women to purchase insurance for prenatal and maternity services.

Also includes $23 million for “Healthy Start” program enabling school districts to integrate health and social-service programs and schools; $50 million to add to Head Start funds to provide preschool services to every low-income 4-year-old; and $25 million for the treatment of drug-abusing women.

IDAHO

Governor: Cecil D. Andrus (D)

FY 1992 proposed state budget: $992.7 million
FY 1992 proposed K-12 budget: $484.3 million
FY 1991 K-12 budget: $435 million
Percent change K-12 budget: +11.3 percent

Highlights:

Governor seeking 5 percent salary increase for teachers.

Also proposing $2-million program of intervention for developmentally disabled infants and toddlers and for treatment for drug- and alcohol-exposed babies; and $21-million “Strong Start” program to improve K-4 programs by increasing the numbers of teachers and counselors.

NORTH DAKOTA

Governor: George Sinner (D)

FY 1992-93 proposed state budget: $1.17 billion
FY 1992-93 proposed K-12 budget: $446 million
FY 1991-92 K-12 budget: $412 million
Percent change K-12 budget: +8.2 percent

Highlights:

Budget includes additional funds for transportation, telecommunications, special education, and for programs that encourage smaller districts to consolidate.

Legislature will consider recommendations of blue-ribbon panel, including creating statewide performance standards for students.

VIRGINIA

Governor: L. Douglas Wilder (D)

FY 1991-92 state budget: $25.8 billion
FY 1991-92 K-12 budget: $4.6 billion
Proposed change K-12 budget: -$101 million

Highlights:

Governor has called for a total of $2 billion in spending reductions due to deficit.

Education department proposing “deregulation” bills to free local school districts from paperwork.

Department also backs a bill to allow state superintendent to grant school districts temporary waivers if they cannot meet minimum state requirements because of budget cuts.
