Kentucky Secretary of Education Virginia G. Fox, 67, plans to step down Sept. 1, and will be succeeded by Deputy Secretary of Education Laura E. Owens. Ms. Fox has held the job since Gov. Ernie Fletcher, a Republican, appointed her to the Cabinet post when he took office in late 2003.
