Department of Defense Dependents’ Schools. The Department of Defense (dod) published, in the Dec. 23 Federal Register, the final wording of the new Part 57 of 32 cfr (Code of Federal Regulations), Chapter I. These regulations establish the policy and procedures to be used when handicapped children receive educational instruction from the dod Dependents’ Schools. These procedures implement the Education for All Handicapped Children Act of 1975 and the Defense Dependents’ Education Act of 1978. This notice also announced the creation of the Overseas Dependents School National Advisory Panel on the Education of Handicapped Dependents and the Department of Defense Coordinating Committee on Special Education and Related Services. Financing education. The Department of Education announced, in the Dec. 18 Federal Register, a meeting of the Advisory Panel on Financing Elementary and Secondary Education on Jan. 19, 9 A.M.-5 P.M. in room 504 of the J.W. McCormack Post Office and Courthouse, Federal and Milk Streets, Boston. The panel will hold a hearing for the Northeast region in room 208 on Jan. 18, the preceding day, on the issues of State and local financing of education in the 1980’s, public support of private schools, and the federal government’s role.
Juvenile justice. The Department of Justice published, in the Dec. 31 Federal Register, final regulations for the formula-grant program authorized by the Juvenile Justice and Delinquency Prevention Act of 1974. Formula grants are given to states that make grants to public and private agencies to provide programs in juvenile justice and delinquency-prevention. Petition reviews. The Department of Education published, in the Dec. 22 Federal Register, a list of reports and petitions, submitted by accrediting and state-approval agencies, that will be reviewed by the Secretary of Education. Refugees. The Social Security Administration’s Office of Refugee Resettlement announced, in the Dec. 31 Federal Register, proposed requirements and procedures for project grants that may be funded next year under the Refugee Resettlement Program and the Cuban/Haitian Entrant Program. Grants are awarded to state agencies, which in turn provide, through public and private organizations, services to communities with a large proportion of refugees. The National Aeronautics and Space Administration (nasa) published, in the Dec. 31 Federal Register, the final regulations for its Grant and Cooperative Agreement Regulation (14 cfr Part 1260). The revisions establish uniform policies and procedures concerning the negotiation, award, and administration of research grants and cooperative agreements with educational institutions and other nonprofit organizations.
