States should develop academic programs that offer college-level courses to high school students for college credit, a practice often known as dual enrollment, a policy brief by the Denver-based Education Commission of the States suggests.
The brief cites a variety of research showing that dual-enrollment programs result in higher student achievement and higher academic attainment. Academic rigor, access and affordability, and collaboration between schools and colleges are important factors to consider when creating the programs, the brief says.
