James L. Pughsley, the superintendent of the 116,000- student Charlotte-Mecklenburg, N.C., public schools, has announced he will retire June 30. He plans to work with the Mill Valley, Calif.-based Stupski Foundation to improve achievement in urban districts.

The Detroit school board has entered negotiations with William F. Coleman, the district’s chief operating officer, to run the 140,000-student district for a year. For the first six months, he would be chief executive officer; after a school board election in November, he would serve as a traditional superintendent while the new board searches for a permanent schools chief.

James A. Williams is the sole finalist to serve as the superintendent of the 38,000-student Buffalo, N.Y., public schools. He previously headed the Dayton, Ohio, school district.
