The Arizona state board of education has approved a consent agreement that calls for the state to take over the Colorado City Unified School District. The state board voted 8-1 on Dec. 5 to place the 350-student system in receivership, charging gross financial mismanagement by its administrators, said Vince Yanez, the executive director of the board. The agreement calls for the removal of the superintendent, Alvin Barlow, and the business manager, Jeffrey Jessop, according to Mr. Yanez.
