National Standards/Assessments: Professionals

Following, and on the rest of these two pages, is a listing of organizations, projects, and initiatives promoting the idea of national goals, standards, and assessments. International projects have not been included:

National Policy Board for Educational Administration: Founded in January 1988. Sponsored by 10 national organizations, including the American Association of Colleges for Teacher Education, the American Association of School Administrators, the Council of Chief

State School Officers, the National Association of Elementary School

Principals, and the National Association of Secondary School Principals.

Purpose to design national certification standards and assessments for principals and superintendents, both entry-level and advanced, and to develop a national certification body.

Writing teams are now developing statements of the core knowledge and skills required for the principalship. Plans to establish a national certification board next spring, if money is available. No date set for issuing the first certificates. Executive secretary, Scott D. Thomson.

National Board for Professional Teaching Standards: Private, Nonprofit 63-member beard rounded in 1987.

Purpose to develop national certification standards and assessments for teachers beyond the entry level. Target date for issuing the beard’s first certificates is 1993. Approximately $18 million in funding from corporate sponsors and foundations. Seeking additional $25 million from the federal government.

Creation of the board was recommended by the Carnegie Task Force on Teaching as a Profession, staffed by Marc S. Tucker, new president of the National Center on Education and the Economy. President, James A. Kelly. Chairman, James B. Hunt Jr., former Governor of North Carolina.
