Ted Kirsch, the president of the Philadelphia Federation of Teachers, has resigned from the local affiliate of the American Federation of Teachers that he led for 24 years to concentrate on his state-level duties. Mr. Kirsch is the president of AFT Pennsylvania. The union’s general vice president and chief of staff, Jerry T. Jordan, will serve the remainder of Mr. Kirsch’s three-year term, slated to end June 30, 2008. Mr. Jordan, 58, is the local’s first African-American president.
