Montana Gov. Steve Bullock has been elected the 46th chairman of the Education Commission of the States. He takes over as chairman of the Denver-based nonpartisan organization at the 2015 National Forum on Education Policy in June.

A Democrat, Mr. Bullock will assume the leadership position from Nevada Gov. Brian Sandoval, a Republican. The chairmanship alternates between Democratic and GOP governors every two years.

Chester E. Finn Jr., the founding president of the Thomas B. Fordham Institute, a Washington-based research and advocacy group, stepped down Aug. 1. He will remain on staff as a distinguished senior fellow and president emeritus.

A former education professor, he also served as an assistant secretary of education under President Ronald Reagan.

Michael J. Petrilli, previously the executive vice president of the Fordham Institute, is the new president.
