The Chicago board of education has named Richard E. Stephenson the interim general superintendent of the district.

Mr. Stephenson, 63, has worked for the district for 35 years as a teacher, principal, and subdistrict superintendent. He currently is superintendent of subdistrict 9 in the city.

Mr. Stephenson will serve until the board selects a permanent successor to Ted D. Kimbrough, whose last day on the job was Jan. 31.

Richard Miller, the executive director of the American Association of School Administrators, has announced his retirement effective March 31, 1994.

Mr. Miller has headed the 18,000-member association since 1985.

The association has launched a nationwide search for a new executive director.

Michael Jackson, the iconoclastic pop superstar, has announced a $1.25 million effort to provide drug-prevention, health, and counseling services to children in inner-city Los Angeles.

Mr. Jackson’s “Heal L.A.’' project is the first in a series of proposed efforts to improve conditions for children living in urban centers across the nation. The national effort, sponsored by Mr. Jackson’s Heal the World Foundation and the International Youth Foundation, has the performer and former President Carter as its co-chairmen.

The Los Angeles project received its first national exposure in a 30-second commercial during last month’s Super Bowl telecast.
