Carmen Fariña recently became the deputy chancellor for teaching and learning of the 1.1 million-student New York City public school system.

Ms. Fariña, 62, who had been a regional superintendent overseeing four community school districts within the citywide system, had been serving as acting deputy chancellor since Diana Lam resigned from the job in March. (“Key N.Y.C. School Official Forced to Resign,” March 17, 2004.)

Ms. Fariña assumed the job on a permanent basis in July.

Leslie E. Bains has been named the president of AFShas been named the president of AFS International, a nonprofit student-exchange organization based in New York City.

Ms. Bains, 61, who previously served as a senior executive vice president of domestic private banking and wealth management for HSBC Bank USA in New York City, succeeds Paul Shay, who left AFS in December to become the executive director of the Manchester, N.H.-based FIRST, which designs science, technology, and engineering programs for students.

Gregory P. Meier was recently named the chief executive officer of the Erma Ora Byrd Center for Educational Technologies, located at Wheeling Jesuit University in Wheeling, W.Va.

Formerly a partner with the Milwaukee-based law firm of Michael Best & Friedrich, Mr. Meier, 38, succeeds Nitin Naik, who left the center in April to join the National Aeronautics and Space Administration in Washington as an associate chief technology officer.

The Center for Educational Technologies provides online curricula, professional-development programs, and other technology-based products and services.

Mr. Meier began his new position in May.
