Frank D. Riggs is the new vice president of government relations and business development for Sylvan Education Solutions and Connections Academy, divisions of the Baltimore-based Educate Inc.

Mr. Riggs, 53, had previously been a consultant to those companies. He represented California’s 1st Congressional District in the U.S. House of Representatives from 1991 to 1993 and from 1995 to 1999.

Sylvan Education Solutions provides supplemental educational services, such as tutoring, counseling, and after-school programs, to students across the country. Connections Academy provides K-8 “virtual” public schools for 2,000 students in six states.

Tad Seth Parzen has been appointed the general counsel for the San Diego Unified School District, the second-largest district in California.

Mr. Parzen, 43, who had served as the 140,000-student system’s assistant general counsel since 2000, succeeds Jo Anne SawyerKnoll, who had been with the district for almost five years and retired in July.

Before joining the district, Mr. Parzen was a partner at Hillyer & Irwin in San Diego.

Evelyn Bethune has won the Council of the Great City Schools’ Queen Smith Award for Commitment to Urban Education.

Ms. Bethune, 56, is a guidance counselor at the 460-student Design and Architecture Senior High School, a magnet school in Miami.

Chosen for her dedication to helping students and parents with all aspects of the college-application process, Ms. Bethune was set to receive the award, which is sponsored by the New York City-based Macmillan/McGraw-Hill Publishing Co., this week in Chicago.
