The Arkansas state board of education has named K. Ed McKinney as the assistant director for school improvement and instruction support for the Arkansas Department of Education.

Mr. McKinney, 54, previously served as the superintendent of the 5,500-student Van Buren school district in Van Buren, Ark.


Cynthia Potter

Publishers Resource Group Inc. has promoted Cynthia Potter to vice president of its marketing and research division. Based in Austin, Texas, the firm provides services for publishers of instructional materials for grades K-12. Ms. Potter, 30, previously worked with rural Alaskan schools to develop curricula to promote science.

Rodney G. Moore

Rodney G. Moore has been appointed the general counsel for the 58,000-student Atlanta public schools.

Mr. Moore, 39, previously served as general counsel and chief legal officer for the East Side Union High School District in San Jose, Calif., and as general counsel for the National Bar Association.

Peg Portscheller

Peg Portscheller is the new director of policy initiatives for Mid-continent Research for Education and Learning, based in Denver. Ms. Portscheller, 51, will advise education policymakers on research in teaching and learning.

She is leaving her post as the superintendent of schools for Lake County, Colo., to take on the new position.


Shelley Feist has been named a program associate for the Pew Culture Program at the Pew Charitable Trusts. Ms. Feist, 36, formerly worked at the John F. Kennedy Memorial Center for the Performing Arts, where she worked at getting the arts included in the National Education Standards Act as part of basic education in grades K-12.
