Parent Alleges Bias in Georgia IB Program

A parent has filed a federal civil rights complaint against the DeKalb County, Ga., schools, alleging discrimination against black students in the district’s International Baccalaureate program.

The parent and the nonprofit organization In My Shoes-The National Parent Education Center filed the complaint last month with the U.S. Department of Education’s office for civil rights.

The complaint alleges that the district’s IB program for middle school students, which focuses on high-achievers, is geared toward white children.

Jim Bradshaw, a spokesman for the Education Department, said the parent argues that during the current school year, only one middle school, located in the northern section of the DeKalb County school system, has an IB program, and that nonblack students are given priority.

The department says it hopes to evaluate the allegations by the end of this month.
