NCLB Law Misses Target on ‘Quality’ Provisions

To the Editor:

In response to “NCLB Rules on ‘Quality’ Fall Short” (May 16, 2007):

I have had the opportunity to look at the federal No Child Left Behind Act’s mandate that teachers be deemed “highly qualified” from the perspective of both a principal and the husband of a teacher complying with the requirement. I found this standard, like the majority of the law’s well-intended provisions, missing the target again.

In no other field but education are people with little to no experience or expertise, such as the policymakers and teacher-quality advocates whose proposed revisions to the law your article describes, given such a loud voice in the decisions that most affect the profession.
