The following are summaries of final action by legislatures on education-related matters.

DELAWARE

Governor:. Michael N. Castle (R)
FY 1992 state budget:
$1.22 billion
FY 1992 K-12 budget:
$359..1 million
FY 1991 K-12 budget:
$317.1 million
Percent change K-12 budget:
+ 11 percent

Highlights

Legislature approved consolidation of most state education programs into three block grants: adult education, professional accountability and instructional advancement, and ancillary education services. Spending within each grant will be at the discretion of the state board of education, districts, and schools.

An increase of $34.5 million, or 7.9 percent over last year, was appropriated for school aid on the basis of district need, with poorer districts receiving priority. . Legislature also added $545,000 for alternative secondary-education programs aimed at dropouts or at-risk students.

TEXAS

Highlights

General state aid to schools will rise by nearly $2 billion during the biennium in order to fund a court-ordered school-finance-equity law.

State K-12 funding is budgeted for $6.34 billion in FY 1992, rising to $6.96 billion in FY 1993.

Lawmakers this year also funded new programs that were part of a school-improvement package backed by the Governor, including preschool programs for at-risk 3 and 4-year-olds, a technology program, staff-development centers to implement site-based management, and an incentive program to encourage school restructuring.
