Carlos Garcia, the superintendent of the Clark County, Nev., school district, will step down from his post in July to join a major textbook publisher. Mr. Garcia, who has headed the 281,000-student district, which includes Las Vegas, since July 2000, will become a vice president of urban markets for the McGraw-Hill Cos.
