Gerrit Westervelt has been named the executive director of Build Initiative, a privately funded organization that works with states to improve early-childhood education. Mr. Westervelt, 42, was formerly the president of Qualistar Early Learning, a Denver-based nonprofit organization that promotes high-quality child care and early-childhood education.
