Licensed educator, lawyer, and policy advisor, Cecilia Retelle Zywicki, now co-founder and CEO of LearningSpring, provides expert practical guidance for school and district personnel to prepare for the unprecedented new funding opportunity from the federal Education Freedom Tax Credit (EFTC).

Launching January 1, 2027, the EFTC will allow eligible taxpayers to redirect $1,700 of federal tax liability to Scholarship Granting Organizations (SGOs) to support K–12 students. Those contributions can support students across public, private, faith-based, and charter settings by funding scholarships and vital academic services including tuition, supplemental tutoring, and specialized support for students with unique learning needs.

Cecilia Retelle Zywicki has 20 years of experience at the intersection of education policy, technology, and law. A licensed educator and attorney, her career includes serving as Senior Director of Education Policy at the U.S. Chamber of Commerce and helping scale EdTech organizations, including Clover Learning and PresenceLearning.

Today, she partners with districts, schools, consortiums, state education and revenue agencies, governors’ offices, SGOs, and community stakeholders to successfully execute the Education Freedom Tax Credit, balancing expanded access with robust program integrity.

As CEO and co-founder of LearningSpring, Cecilia is dedicated to streamlining school choice through integrated technology and transforming the Education Freedom Tax Credit into a student- and family-centered opportunity. Her work is also shaped by her most important role: being a mom to daughters in kindergarten and second grade.
