The John S. and James L. Knight Foundation has announced the recipients of the second round of grants in its “Excellence in Education’’ school-college program.
The Miami-based foundation will award $2.5 million in grants to 10 projects. When the Knight Foundation launched the Excellence in Education program in 1989, it primarily focused on improving the quality of private liberal-arts colleges. In 1992, the foundation shifted its emphasis to education-reform projects that bring together K-12 and higher-education institutions.
The grants are awarded to the higher-education institutions in the partnerships.
The latest winners, announced this month, are:
College of St. Scholastica, Duluth, Minn.; Columbus College, Columbus, Ga.; the Commonwealth Partnership, a collaborative of 12 Pennsylvania universities; Cumberland College, Williamsburg, Ky.; Florida International University, Miami; Heritage College, Toppenish, Wash.; University of Akron, Akron, Ohio; University of Colorado, Boulder, Colo.; University of Southern Mississippi, Hattiesburg, Miss.; and the University of St. Thomas, St. Paul, Minn.
The College Board has published a new book examining the effectiveness of prepaid college-tuition plans.
Prepaid College Tuition Plans: Promise and Problems was edited by Michael A. Olivas, a law professor and the director of the University of Houston’s Institute for Higher Education Law and Governance.
The 101-page publication analyzes the strengths and weaknesses of states’ efforts to develop savings plans that allow parents to prepay a child’s college tuition at a set rate.

The American Council on Education has issued a new directory of higher-education organizations and publications that assist disabled people.
The council’s Heath Resource Center, a clearinghouse on postsecondary education for people with disabilities, prepared the guide. It lists the addresses and phone numbers for more than 250 organizations that provide services in areas ranging from family support to legal assistance.
