Thousands of graduating seniors in Michigan are set to get up to $500 each in scholarship aid they were promised for doing well on state exams in middle school, now that Gov. Jennifer M. Graholm has changed her mind and decided not to eliminate the awards in her proposed budget for fiscal 2006. The move would have saved an estimated $9 million in each of the next two fiscal years. Parents and lawmakers raised a storm of protest.
