Precollegiate education is increasingly moving away from traditional teacher-compensation systems based on experience and academic degrees to those based on performance and skills, a report from two prominent national groups concludes.

The report—published by the Denver-based Education Commission of the States and the New York-City-based Teaching Commission—includes an analysis of the challenges schools, districts, and states face as they restructure their teacher-pay systems. It also provides a review of research and lessons learned on the subject, along with examples of initiatives at the local and state levels.
