Arthur W. Stellar

The board of directors of the High/Scope Educational Research Foundation has selected Arthur W. Stellar as the organization’s new president and chief executive officer. Mr. Stellar, 53, served the Kingston, N.Y., school district as superintendent before accepting his new position. The High/Scope Foundation, a nonprofit organization based in Ypsilanti, Mich., was established in 1970 to promote the learning and development of children from infancy through adolescence.

Therese K. Dozier

Therese K. Dozier was elected last week to the board of directors of the Council for Basic Education. Ms. Dozier, 48, was previously the senior adviser on teaching at the U. S. Department of Education under former Secretary of Education Richard W. Riley. The Washington-based Council for Basic Education is a nonprofit association that promotes more rigorous academic standards for public schools.

Grace R. Shore has been appointed the new chairwoman of the Texas state board of education by Gov. Rick Perry and won confirmation by the state Senate last week. Ms. Shore, 59, was appointed to the board in 1997 and elected in 1998 to a full four-year term. She will chair the board for two years.

Stephen A. Goldstone became the interim superintendent of the Berkeley Unified School District in California on Feb. 1, filling in for Jack McLaughlin, who has been tapped as Nevada’s state superintendent of schools. Mr. Goldstone, 62, will serve the 9,400-student district until a permanent superintendent is selected.
