Ann Waiters

Nobel Learning Communities Inc. has appointed Ann Waiters as its vice president of charter school development. The company, based in Media, Pa., operates 145 schools in 13 states, including charter schools, private schools, and schools for children with learning disabilities. Ms. Waiters previously served as the superintendent of Pennsylvania's William Penn school district and as a regional superintendent for the Philadelphia schools.


John O'Rourke

John O'Rourke has been selected as the new superintendent of schools for Howard County, Md.

Mr. O'Rourke, 55, will leave his current post as the superintendent of the 5,800-student Pittsford Central School District in Pittsford, N.Y., to assume the top position with the 43,000-student Howard County system in suburban Washington.


Judith A. Rogala

La Petite Academy has named Judith A. Rogala its chief executive officer and president. Ms. Rogala has previously held positions with Office Depot Inc., Flagship Express, and Trans World Airlines. La Petite Academy, based in Overland Park, Kan., provides private early-childhood education and day-care services in more than 800 schools across the country.


David W. Gloag is joining AutoSkill International Inc., a software-development company based in Ottawa, Canada, as the vice president of software development.

The firm produces Academy of Reading, an interactive multimedia program that helps reading-delayed students. Before joining AutoSkill International, Mr. Gloag, 38, worked as a manager in research and development.
