Thomas M. Duffy, a professor of education at the Indiana University school of education, has been named as the school’s first Barbara B. Jacobs chairman in education and technology. Mr. Duffy, who has been at the university in Bloomington for 10 years, is also the director of the 4,000-student education school’s center for research and technology, which helps promote and support scholars dedicated to researching the design and implementation of technology to improve learning.

Joseph Duffey, the director of the United States Information Agency for the past five years, has joined the Baltimore-based Sylvan Learning Systems Inc., a provider of educational services for all levels with a network of 3,000 educational and testing centers around the globe to manage its international universities network. As a member of Sylvan’s senior management team, Mr. Duffey, 66, will help establish Sylvan’s for-profit universities by working to purchase or build a group of schools around the world that will be able to share resources. Mr. Duffey has also served as the chancellor of the University of Massachusetts at Amherst, the president of American University in Washington, the assistant U.S. secretary of state for educational and cultural affairs, and the chairman of the National Endowment for the Humanities from 1978 to 1981.

The board of the Laramie County, Wyo., school district has chosen Diana Ohman as the superintendent of the 13,000-student system. Ms. Ohman will replace Robert Myers, whose contract expires June 30. She comes to the position with 22 years of education experience, including positions as a teacher, principal, program director, and state school superintendent of public instruction. She has been Wyoming’s secretary of state for the past three years. Ms. Ohman’s contract is for two years, with a $90,000 annual salary.
