Gov. Paul E. Patton of Kentucky has been named to succeed West Virginia Gov. Cecil H. Underwood as the chairman of the National Education Goals Panel. Mr. Patton, 61, was elected to the post as Mr. Underwood’s one-year tenure ended last month. Mr. Patton, a Democrat, will be responsible for setting the tone and direction for the Washington-based organization’s upcoming year, including finding ways to achieve the goals that grew out of the national education summit held in Charlottesville, Va., in 1989.

Linda Houghton

The Kentucky education department has appointed Linda Houghton the associate commissioner for the department’s office of academic professional development. Ms. Houghton, 56, was the principal at William J. Christian School in Birmingham, Ala., and served as the assistant superintendent for curriculum and as the executive director of professional development for the Birmingham public schools. Ms. Houghton took over her post in Kentucky last month.

Rebecca Jones

The Broward County, Fla., school board has chosen Rebecca Jones to be the director of employee relations for the 229,600-student district. Ms. Jones, 44, is the first woman and the first African-American to hold that position in the district. The job is a promotion for Ms. Jones, who has been an employee of the school board since 1994.

Luz Maria Serrano

The St. Paul, Minn., school board has named Luz Maria Serrano the assistant superintendent of accountability, technology, and support services for the 45,000-student district. She replaces Mabel E. “Mae’’ Gaskins, who left to become the superintendent of schools in Lawrence, Mass. Ms. Serrano, 58, has worked for the St. Paul district for 21 years as a teacher and as the director of the district’s programs for English-language learners.
