Washington--The Senate last week unanimously confirmed Ted Sanders as undersecretary of education and Nancy M. Kennedy as the Education Department's assistant secretary for legislation.

Mr. Sanders, 47, has served as the Illinois superintendent of education since January 1985. He was Nevada's superintendent of public instruction from 1979 to 1985.

Ms. Kennedy, 49, had been President Reagan's special assistant for legislative affairs since 1983. She also served on the White House staff during the Nixon and Ford administrations.
