Highlights

Budget includes $12 million for one-time expenses, districts must report back to state education department on how funds were used; $5.2 million to reduce class sizes in K-3; $3 million to raise beginning teachers' salaries, implement career ladders.

Passed bill allowing teachers' unions to use professional contract negotiators.

Defeated proposals on: statewide open enrollment; small-district consolidation; repeal of business investment-tax credit; splitting state board into precollegiate and postsecondary panels.

Highlights

Allowed districts to levy fees for educational materials; students who cannot afford fees would be exempted from having to pay.

Passed "equity funding" bill requiring districts to levy minimum property tax; also compensates districts with small tax bases.

Established system making it easier for students to transfer to other districts.

Defeated bill to transfer state's share of oil and gas severance taxes into revolving education fund.
